**TL;DR:**

- Most of Malaysia's Budget 2027 is aimed at Malaysians, so Singaporeans should not expect a windfall.
- The measures that touch you are travel-related: Visit Malaysia extends into 2027 and the duty-free limit in Langkawi and Labuan rises to RM10,000. Property, EPF and tax changes are mainly for Malaysian citizens and residents.
- We found no change to foreign-buyer or MM2H rules.

Malaysia's Budget 2027, tabled on 9 October 2026, mostly benefits Malaysian households, not Singaporeans. The measures that reach you are tourism ones: Visit Malaysia continues into 2027 and the duty-free shopping limit in Langkawi and Labuan rises to RM10,000. Foreign-buyer property rules, MM2H and Causeway measures did not feature in the coverage we reviewed.

## What did Malaysia's Budget 2027 announce for tourists?

The government allocated RM935 million to tourism and culture, according to The Vibes, and The Star says this is about RM235 million more than last year. Red Hot Singapore, citing The Straits Times, converts the sum to S$293 million and reports that Singaporeans led arrivals in the first eight months of 2026.

Three details matter for holidaymakers:

1. **Visit Malaysia is extended into 2027.**
2. **Duty-free limit of RM10,000 in Langkawi and Labuan,** subject to a minimum 48-hour stay. The previous limit, the start date and whether it is per person were not stated.
3. **QR payments** will be expanded to 15 more locations next year, including resort islands.

## Can Singaporeans use the new first-home stamp duty exemption?

Do not assume so. PwC Malaysia's summary says first homes up to RM500,000 get a 100% stamp duty exemption, for agreements signed from 1 January 2027 to 31 December 2030. None of the sources we read says whether non-citizens qualify, so treat it as relief for Malaysian buyers until the official rules say otherwise.

Foreign-buyer thresholds, real property gains tax and MM2H were not mentioned in the sources we reviewed. If you are weighing a Johor purchase, The Financial Coconut's guide on [whether Singaporeans can own property in Malaysia](https://www.thefinancialcoconut.com/blog/property-ownership-in-malaysia) remains the better starting point. The usual risks still apply: currency swings, financing and resale liquidity.

## Does the Budget help the Johor-Singapore SEZ story?

Somewhat. PwC Malaysia reports an RM12 billion investment potential for Nexus Sedenak as a new JS-SEZ industrial hub, expected to create 45,000 jobs. It also notes a Forest City multi-family office model positioned as a regional wealth management platform.

These are investment-promotion figures, not guarantees, and they are aimed at companies and family offices rather than individual buyers. For background, see The Financial Coconut's explainer on the [Johor-Singapore SEZ pact](https://www.thefinancialcoconut.com/blog/johor-singapore-sez-pact-2025-01).

## Does the EPF change affect Singaporeans working or retiring across the Causeway?

Probably not directly.  Malaysian citizen will be automatically registered as an EPF member at age 18, though the start date is not yet announced. Nothing in the sources addresses Singaporeans, whose retirement savings sit in CPF. If you are comparing the two systems, our [EPF vs CPF breakdown](https://www.thefinancialcoconut.com/blog/epf-vs-cpf-2025) explains the differences.

## What should Singaporeans do now?

1. Treat the duty-free limit as an announcement. Wait for the effective date and conditions before planning a trip around it.
2. Do not rely on the stamp duty exemption for a Johor purchase until eligibility for foreigners is confirmed.
3. Budget in ringgit with a buffer, as exchange rates move. Check out[OCBC's new MYR feature](https://www.thefinancialcoconut.com/blog/should-you-convert-ringgit-before-your-next-jb-trip-a-plain-guide-to-ocbcs-new-ringgit-account) while planning your trips.
4. Read the official Budget 2027 documents from Malaysia's Ministry of Finance for the final rules.

This is general education, not personal financial advice.

It was tabled on 9 October 2026 by Prime Minister and Finance Minister Anwar Ibrahim.

Not that we could find. The new stamp duty exemption is described for first-home buyers, and the sources do not say whether foreigners qualify.
3. **What is the new duty-free limit in Langkawi?**
RM10,000, with a minimum 48-hour stay, according to The Vibes and Business Today. The start date was not stated.
4. **Is Visit Malaysia continuing in 2027?**
Yes. The campaign is extended into 2027, but programme details have not been published in the coverage we read.
